The Albanian Minister of Infrastructure and Energy Belinda Balluku revealed a list of winners of the country’s 300 MW solar PV auction with 9 applicants offering a combined 356 MW capacity. However, the ministry has awarded a combined 283.9 MW capacity.
These 9 applicants were screened out of 14 bidders that responded to the ministry’s call issued earlier this year in January 2024 (see Albania Launches 300 MW Solar PV Auction).
Bidders were required to submit projects with a minimum of 10 MW and a maximum of 100 MW capacity to win power purchase agreements (PPA) with a 15-year duration.
According to local media reports, the lowest offer was presented for €39.7/MWh. Voltalia’s 70 MW project proposal has been kept in reserve for which the French renewables company offered €59.94/MWh as the tariff which the ministry said was close to the cap of €59.97/MWh. The average winning bid was €51.3/MWh.
Following are the final 8 winners, their winning capacities and winning tariffs:
- 35.6 MW at €39.7/MWh: Solar Park Gjorica, Infotelecom and Adam Global Energy
- 55.7 MW at €49.9/MWh: Aga Solar and Notus Energy
- 36 MW at €51.0/MWh: Blessed Investment and Matrix Konstruksion
- 10 MW at €51.0/MWh: Seman SunPower, General Electric and Agna
- 40.3 MW at €53.53/MWh, and 20.2 MW for €56.28/MWh: Smart Gynesh Energy, Smart Energy Group and Erseka Solar
- 15.2 MW at 54.7/MWh: JGA Consulting, Swiss Approval Albania, Eterna and Gr Albania
- 29.13 MW at €54.8/MWh: Solar PV, Gr Albania, Enterprise Albania, RAB, and
- 41.8 MW at €56.11/MWh: Eco Park Group, Birra Peja Vlorem Energy, Future Energy Trading and Exchange Dynamic.
Winners will secure a 15-year award under a contract for difference (CfD) arrangement. They will be responsible for arranging land for their respective projects.
Balluku said her ministry is working on a study of the Albanian grid, transmission and distribution capacity to determine the regions where future solar PV or wind energy projects can be built.
