Government Approves MITECO’s Updated Plan With Higher Green Hydrogen Ambition

Spain has formally approved the updated National Integrated Energy and Climate Plan (PNIEC or NECP 2023-2030) proposed by the country’s Ministry for Ecological Transition and the Demographic Challenge (MITECO). It now officially targets to expand its renewable energy capacity to 81% by 2030, a revision from the 74% targeted earlier.  

In the case of absolute capacities, solar PV’s share in the national energy capacity mix is fixed at 76.27 GW, comprising 19 GW of self-consumption capacity, which will be an expansion from the 46.5 GW aimed for 2025. This will be an increase over the 11 GW the country had installed till 2020, and the 39 GW it targeted earlier (참조 Spain Aims For 74% RE By 2030).   

For wind energy, the target is 62 GW, including 3 GW of offshore capacity. The target for hydropower is 12 GW, and 20 TWh for biogas . Solar thermal will also contribute 4.8 GW of capacity.   

In the final edition of the approved plan, Spain has now increased its energy storage target from 20 GW earlier to 22.5 GW.    

MITECO has also included 12 GW of electrolyzer capacity to produce green hydrogen. This is aimed at increasing the electrification of the economy, which will reach 35%, compared to 32% predicted in the previous edition of the plan. This will mainly be driven by new demand, including that from the industrial segment.  

By 2030, the country will aim to increase the production of domestic electricity production rising to 50% of the total, up from 27% in 2019, a measure that MITECO estimates will help it save €86.75 billion in fossil fuel imports during the period. 

Achievement of this plan will require an estimated investment of €308 billion to be mobilized until 2030 out of which the largest chunk of 37% will be devoted to renewable energies, 28% to savings and efficiency, 17% to energy networks, and 17% to the electrification of the economy.
