MITECO invites public consultation on a draft proposal to offer €100 million in aid

The Spanish Ministry for Ecological Transition and the Demographic Challenge (MITECO) has published a draft proposal that aims to establish regulatory bases to aid circular economy projects for capital goods for renewable energies.  

The ministry said it aims to reduce the environmental impacts of renewable energy production and consumption by promoting eco-design infrastructure, and development of facilities and systems to facilitate the reduction, reuse and recycling of materials. 

“With the increase in renewable power in recent decades, many of these devices are reaching the end of their useful life, generating waste that can be used to cover part of the demand for new components through reuse and recycling processes,” it stated. 

The 1st call has a budget of €100 million to be arranged from the Next Generation EU funds under the country’s Recovery, Transformation and Resilience Plan (PRTR).  

Funding will be distributed for projects involved in the following areas:  

Program 1: Recycling facilities  

  • Sub-program 1.1.: Photovoltaic solar panel recycling facilities 
  • Sub-program 1.2.: Wind turbine recycling facilities 
  • Sub-program 1.3.: Battery recycling facilities 

Program 2: Reuse and second life facilities  

  • Sub-program 2.1: Facilities for reuse and second life of photovoltaic solar panels 
  • Sub-program 2.2.: Wind turbine reuse and second-life facilities 
  • Sub-program 2.3.: Battery reuse and second-life facilities 

Program 3: Projects to develop innovative systems for the tại chỗ dismantling of large wind turbine components. 

Program 4: Innovation projects in eco-design of renewable energy capital goods. 

Solar panel recycling facilities stand to win €20 million, while another €10 million is allocated to the reuse and second-life facilities for solar panels. Winning projects will be selected based on their technical, strategic, social and environmental criteria.  

Regulatory bases approved by this order will be valid till September 30, 2026. MITECO has appointed the Institute for Energy Diversification and Savings (IDAE) as the implementing agency for the program.
